Whereas the “Statutes for promotion of Different Categories of Teachers (Assistant Professors, Associate Professors, etc.) under Career Advancement Scheme (CAS) for Deficit Grant Colleges, including Religious Minority Colleges, of the Universities of Bihar, 2026 governed by the Bihar State Universities Act, 1976 and Patna University Act, 1976 had been promulgated vide notification no.-1588/GS(I), dated-24.07.2026;
And whereas Para-5.a of theStatutes for promotion of Different Categories of Teachers (Assistant Professors, Associate Professors, etc.) under Career Advancement Scheme for Deficit Grant Colleges, including Religious Minority Colleges, of the Universities of Bihar, 2026, stipulates that the CAS Promotion be the same as those for Universities and Constituent Colleges with the same effective date and with the same Career Advancement Scheme as applicable from time to time after the promulgation of First Career Advancement Scheme from 23.09.1995;
And whereas after promulgation of the Career Advancement Scheme, the Statutes for Time Bound Promotion of Lecturers to the Post of University Professors of Affiliated Colleges, including Religious and Linguistic Minority Colleges, notified (earlier) vide letter no.-BSU-20/92-2280/GS(I), dated-14.09.1992 ceases to be in force w.e.f. 23,.09.1995-as recommended by the Department of Higher Education vide letter no.-19/M 1-51/2025-322 dated-24.02.2026.
Now, therefore, the Hon’ble Chancellor, after due consideration of the recommendations made by a Committee of four Vice Chancellors and the recommendation received from the Department of Higher Education, is pleased to REPEAL the Statutes for Time Bound Promotion of Lecturers to the Post of University Professors of Affiliated Colleges including Religious and Linguistic Minority Colleges, notified (earlier) vide letter no.-BSU-20/92-2280/GS(I), dated-14.09.1992 w.e.f. 23.09.1995.
Accordingly, ‘Statutes for the Promotion of Different Categories of Teachers (Assistant Professors, Associate Professors, etc.) under Career Advancement Scheme (CAS) for Deficit Grant Colleges, including Religious Minority Colleges, of the Universities of Bihar’ stands modified to this extent.
