Subject: Regarding creation of a safe, secure and gender- sensitive environment in Higher Educational Institutions.

With reference to the subject cited above I am directed to inform you that all the University Departments and colleges (constituent and affiliated) are required to take immediate necessary action for strict compliance of the following:-
(i) Establishment and proper maintenance of separate designated washrooms for women with adequate sanitation and hygiene facilities;
(ii) Constitution/strengthening of Women Cell for Sensitization, Policy Implementation, Monitoring and Grievance Redressal;
(iii) Functional Internal Complaints Committee (ICC) in accordance with statutory provisions;
(iv) Regular gender sensitization programmes, awareness activities and grievance redressal mechanisms;
(v) Display/upload of all relevant information, contact details, SOPs and guidelines on institutional websites and notice boards;
Kindly submit the compliance reports by 24.07.2026 positively.
