राष्ट्रीय शिक्षा नीति (NEP), 2020 के अनुसार ओपन एंड डिस्टेंस लर्निंग (ODL) तथा/या ऑनलाइन माध्यम में एक-वर्षीय स्नातकोत्तर कार्यक्रम (PG Programme) शुरू करने के संबंध में।
यह परिपत्र 24 जुलाई 2026 के पूर्व जारी परिपत्र को निरस्त करता है।
राष्ट्रीय शिक्षा नीति (NEP) 2020 के अनुसार, जिन विद्यार्थियों ने चार-वर्षीय स्नातक (ऑनर्स) डिग्री पूरी कर ली है, उनके लिए एक-वर्षीय स्नातकोत्तर कार्यक्रम का प्रावधान किया गया है, जो लागू शैक्षणिक ढांचे और UGC नियमों के अनुसार होगा।
निर्देश:
जो उच्च शिक्षण संस्थान (HEIs) पहले से UGC द्वारा मान्यता प्राप्त हैं और दो-वर्षीय PG कार्यक्रम ODL/ऑनलाइन मोड में चला रहे हैं, वे उसी विषय में एक-वर्षीय PG कार्यक्रम भी शुरू कर सकते हैं।
यह कार्यक्रम निम्नलिखित शर्तों के अनुसार होगा:
यह कार्यक्रम NEP 2020 और UGC के सभी नियमों/दिशानिर्देशों के अनुरूप होना चाहिए।
ODL/ऑनलाइन माध्यम में एक-वर्षीय PG कार्यक्रम तभी चलाया जा सकता है, जब संबंधित दो-वर्षीय PG कार्यक्रम पहले से UGC द्वारा मान्यता प्राप्त हो।
प्रवेश केवल उन्हीं छात्रों को मिलेगा जिन्होंने चार-वर्षीय ऑनर्स स्नातक डिग्री सफलतापूर्वक पूरी की हो।
MBA, MCA, PGDM आदि पाठ्यक्रमों के लिए प्रवेश योग्यता संबंधित नियामक संस्थाओं के नियमों के अनुसार होगी।
Offering One-Year Postgraduate Programme under Open and Distance Learning (ODL) and/or Online mode in accordance with the National Education Policy (NEP), 2020.
This is in supersession of the earlier circular of even number dated 24th July, 2026. The National Education Policy (NEP) 2020 provides for a One-Year Postgraduate Programme for learners who have successfully completed a Four-Year Bachelor’s Degree with Honours, subject to the applicable academic framework and the relevant UGC Regulations.
Accordingly, HEIs already recognized/entitled by the UGC to offer a Two-Year Postgraduate Programme through ODL and/or Online mode, may offer a One-Year Postgraduate Programme in the same discipline. It shall be in conformity with the provisions of the NEP 2020, other applicable UGC Regulations, norms of concerned Regulatory Bodies, and the UGC’s Curriculum and Credit Framework for Postgraduate Programmes, subject to the fulfilment of the prescribed credit requirements, the approval of the programme by the competent statutory bodies of the HEI (BoS/Academic Council/EC/equivalent) and compliance with the UGC (Open and Distance Learning Programmes and Online Programmes) Regulations, 2020, as amended from time to time, and other prescribed requirements.
Further that:
1. The proposed One-Year Postgraduate Programme shall be in conformity with the provisions of NEP, 2020 and the applicable UGC Regulations/Guidelines.
2. The One-Year Postgraduate Programme through the ODL and/or Online mode is permitted only if the corresponding Two-Year Postgraduate Programme in ODL and/or Online mode has already been recognized/entitled by the UGC for the HEI.
3. Admission to the programme shall be restricted to learners possessing the prescribed eligibility, subject to the successful completion of a Four-Year Bachelor’s Degree with Honours.
4. Entry-level eligibility criteria for Programmes such as MBA, MCA, PGDM etc. shall be strictly as per eligibility conditions prescribed by the concerned Regulatory Bodies from time to time.
5. The curriculum, learning resources, assessment, credit framework, and all other academic requirements comply with the relevant UGC Regulations and statutory norms.
